The non-EU nation borders four EU member states. Swiss voters in February approved a referendum limiting non-Swiss nationals into the country, including EU nationals.
Last week the EU dismissed extending a pact allowing Swiss workers free movement across the bloc.
President Didier Burkhalter said: “The Swiss people decided. And we knew that they could decide one way or the other, on February 9. Now the situation is different, but the issue is the same.”
“I just spoke in Italy with the Presidency of the EU for the coming months,” he continued. There is a clear understanding that the matters concerning immigration have to be discussed, that there’s a need to find a balanced solution.
“If we don’t find it, we may find ourselves in the need of withdrawing from the agreement on free movement of persons,” said the president in a televised interview.
February’s vote was initiated by the right-wing Swiss People’s Party and passed by less than 20,000 votes.
Two major companies have already pulled out of Switzerland and set up into Ireland, in part because of the new immigration rules.
